General Office

The office’s main responsibilities include: internal and external coordination to ensure the normal operation of the ACFIC and its offices; drafting, processing and forwarding incoming and outgoing documents and correspondences; handling issues related to archives, letters and visits, confidentiality, reception; overall planning and organizing of major conferences; ACFIC office finance and state assets supervision and administration; Office Automation construction; and supervising the work of ACFIC-directly-affiliated undertakings. 

Department of Research

The department of Research is responsible for: research and consultancy on the theories and policies regarding the none-public sector economy and the work of ACFIC; drafting documents for major conferences and important speeches for ACFIC leaders; organization and coordination of the proposals by political consultation groups and the conference speeches; organization, coordination and implementation of investigation and research on major subjects; research on ACFIC history and collection of information on ACFIC local chapters.   

Department of Membership

The department of Membership is responsible for: ACFIC membership recruitment, administration and service; maintaining contact with the none-public sector personages  on a daily basis, information collection and inspection, as well as political arrangement and recommendation; organizational construction, supervision and guidance for national social groups, ACFIC-directly-affiliated trade groups and members; construction of ACFIC Standing Committee and Executive Committee; selection and organization work related to the National Award of Outstanding Contribution to Socialist Construction to None-public Economic Sector Personages; and maintaining close contact with the local and grassroots federations of industry and commerce and providing advice on their organizational construction.

Department of Publicity and Education

The department’s main responsibilities include: ACFIC’s media relations and news service; supervision and guidance regarding the professional work of ACFIC-directly-controlled news organizations; research on and promotion of the ideological and political awareness among the none-public sector personages; education and training of ACFIC cadre and none-public sector personages; promotion of corporate culture in the none-public sector; and organization and coordination of the ACFIC Publicity and Training Committee.

Department of Economic Service

The department’s main responsibilities include: economic service for the none-public sector enterprises; investigation and research on the none-public sector enterprises; providing assistance to the government in investment attraction, economic and trade exchange, regional economic cooperation, overseas business expansion for private enterprises; organization and coordination of the ACFIC Economic Committee; and providing advice on the economic service of local federations of industry and commerce. 

Department of Poverty Relief and Social Service

Also called the Department of Guangcai Program, the department’s main responsibilities include: encouraging the participation of the none-public economic sector personages in the China Guangcai Program, poverty alleviation and development in the country’s less developed areas, employment and re-employment promotion, and social service activities; fulfilling ACFIC’s obligation regarding intellectual support for the border areas and poverty relief in certain designated areas; and maintaining contact with and providing advice to the local federations of industry and commerce regarding the above tasks.

Department of International Liaison

The department is responsible for: liaison for the communication and exchange between ACFIC and overseas chambers of commerce and international groups; organization and service for ACFIC’s outbound group visits as well as the reception of inbound visits of overseas groups; supervision and management of communication and cooperation between ACFIC members and overseas chambers of commerce and international groups; and management service for ACFIC members’ overseas conferences and business activities.   

Department of Legal Affairs

The department is responsible for drafting and amendment of relevant laws and regulations on behalf of ACFIC; providing legal consultancy service for members and safeguarding their legal rights; investigation and research on legal subjects related to the none-public sector economy and ACFIC work; promotion of knowledge about the law among the general public in assistance with relevant authorities; organization and coordination of the ACFIC Legal Committee; and in contact with the local federations of industry and commerce regarding their legal service and providing advice. 

Department of Human Resources

The department is responsible for: human resources of the ACFIC national offices and ACFIC-directly-affiliated organizations; and affairs related to retirees of the ACFIC national offices.
