Qinghai Gov’t Eyes New Leap of Non-public Economy

At the Qinghai Non-public Economy Development Conference in Xining on June 12, Qinghai CPC Secretary Wang Guosheng said the northwestern province's non-public economy will need to grow to 40% of its economic aggregate by 2020 to catch up with the rest of the country in building a Xiaokang society.

He mentioned a 3% annual growth of new jobs, creation of over 100 enterprises with annual revenue topping 100 million yuan, establishment of industrial clusters, and achievement of better and faster development by end of the 13th Five-year Program period, and he said that to meet those targets requires stronger leadership, more pragmatic reform measures, a more expedient service system and stronger favorable policies.

He said that the key to development of the non-public economy is to seek independent and proactive growth adapted to the big trend, and that local non-public economy must adhere to the path of green development and local products and brands must reach out to other parts of the globe.

He stressed the importance of moving advantageous products to advantageous enterprises and advantageous districts to achieve scale effect and integrated improvement, adding that the province will expand its opening-up, grow and beef up various kinds of industrial parks and integrate into the Belt and Road construction and the Yangtze River Economic Belt Strategy. 

Governor Wang Jianjun said that transformation of old concepts and behaviors is fundamental to development of the local non-public economy.

He underscored the importance of strong growth of the non-public economy through solid implementation of policies, especially regarding (first) equal treatment in resource allocation and productivity elements, (second) strong support and assistance for social security, job creation, tax and finance, and human resources, and (third) protection of private enterprises’ economic and property rights, intellectual property rights, and proprietary business operation rights, to give them a sense of enhanced safety of doing business.  “Good environment will trigger new productivity,” he said.

50 enterprises, 100 merchants and 28 institutions and individuals were honored for their contribution to the non-public economy at the conference, which was attended by representatives of local governments, CPC Committees, People’s Congress, CPPCC, democratic parties, province-owned large enterprises, business associations, chambers of commerce, and local private enterprises.
