- Leng Youbin, born in February 1969, is a male ethnic Han from Beian City, Heilongjiang Province. He is a member of the Communist Party of China and has a postgraduate education. He is the chairman of the board of Heilongjiang Feihe Dairy Co., Ltd.
He is now the vice chairman of the ACFIC.
He was a deputy to the 13th National People’s Congress.
